In 2019, the company is expected to complete the investment of about 450 billion yuan in the power grid, start construction of 52,000 kilometers of 110 (66) kV and above transmission lines, with a substation capacity of 310 million kVA, and put into operation 51,000 kilometers of 110 (66) kV and above transmission lines with a substation capacity of 300 million kVA.

First, significant progress has been made in serving poverty alleviation and rural revitalization strategies. Vigorously promote the substitution of electric energy, achieve a total of 7.92 million "coal-to-electricity" clean heating in the northern region, build a green shore power experimental zone in the Three Gorges Dam area, and steadily promote the full coverage of shore power in ports along the Yangtze River.

The third is to support the coordinated regional development strategy and take solid steps. Serving the coordinated development of Beijing-Tianjin-Hebei, the supporting power supply facilities of the new airport of the capital were fully put into operation, the supporting power grid project of the Winter Olympics was progressed in an orderly manner, and the Xiong'an-Shijiazhuang UHV AC project was completed and put into operation. Formulate the implementation opinions of the power grid to promote the integrated development of the Yangtze River Delta, and study the key work measures to serve the ecological protection and high-quality development of the Yellow River Basin.

Fourth, the work of aiding Xinjiang and Tibet has advanced in depth. Support the construction of Xinjiang's power grid, accelerate the leapfrog development of Xinjiang's power grid, and promote the transformation of Xinjiang's resource advantages. Every effort has been made to raise funds and focus on solving the problem of weak power grid infrastructure in Tibet and Tibetan areas in Sichuan, Gansu and Qinghai. The construction of the Tibet-China-Ali Interconnection Project has begun, and after completion, all 74 districts and counties in Tibet will be connected to the large-scale electricity grid in a historic way.

Fifth, the power business environment continues to be optimized. With the implementation of the two-year action plan to optimize the business environment, the World Bank's ranking in the "access to electricity" indicator rose from 14th last year to 12th, contributing to the improvement of China's overall business environment ranking from 46th to 31st. Resolutely implement the national deployment of price and fee reduction, fully complete the task of reducing the average electricity price of general industry and commerce by another 10%, and reduce the cost burden of users by 64.1 billion yuan. The whole year effectively guarantees the social demand for electricity, and realizes the stable and orderly supply and demand of electricity during the peak summer and winter periods.

2. Power grid investment outlook in 2020 

The year 2020 is the end of building a moderately prosperous society in an all-round way and the 13th Five-Year Plan. State Grid Co., Ltd. will resolutely implement the spirit of the Central Economic Work Conference, deeply practice the new development concept, fully implement the decisions and deployments of the Party Central Committee and the State Council, conscientiously fulfill the political, economic and social responsibilities of central enterprises from the following five aspects, and fully promote the high-quality development of the power grid.

(1) Ensure the comprehensive completion of the task of poverty alleviation

In the "three regions and two states" deeply impoverished areas, by the end of 2019, the company will complete the power grid construction tasks in Tibetan areas and Linxia Prefecture in Gansu Province and four prefectures in southern Xinjiang ahead of schedule, and by the first half of 2020, it will ensure the completion of the power grid construction tasks in Tibetan areas of Tibet, Qinghai and Sichuan Provinces and Liangshan Prefecture in Sichuan. Deeply promote the rural revitalization strategy, on the basis of completing a new round of agricultural network transformation and upgrading one year ahead of schedule, we will continue to arrange a certain scale of agricultural network investment in 2020.

(2) Make every effort to win the battle against pollution

Combined with the government's task goal of confirming villages and households, we will steadily promote the construction of "coal-to-electricity" clean heating supporting power grids in the northern region to promote the continuous improvement of the quality of the ecological environment. During the year, new energy consumption projects such as Qinghai-Henan UHVDC and Zhangbei flexible DC were completed, and new energy network connection services were actively done to ensure that the utilization rate of new energy reached more than 95%.

(3) Make every effort to promote coordinated regional development

Promote the construction of Xiong'an power grid with high quality, complete the construction of supporting power grid projects for the Winter Olympics, and serve the coordinated development of Beijing-Tianjin-Hebei. Promote the construction of UHVDC transmission channels in Zhangbei-Xiong'an, Yazhong-Jiangxi, Shaanbei-Hubei, Baihetan-Jiangsu, Baihetan-Zhejiang, etc., ensure the power supply of load centers in Beijing-Tianjin-Hebei, Yangtze River Delta and central regions, and serve the ecological protection and clean development of the Yangtze River and Yellow River Basins. Promote the extension of the 750 kV power grid in the northwest to southern Xinjiang, complete the Tibet-China-Ali interconnection project, promote the construction of transmission channels such as Mengdong-Liaoning, further strengthen the backbone network in central China, and implement the strategy of large-scale development of the western region, the revitalization of the northeast and the rise of the central region.
